Illegal Content and Abuse Policy

Última actualización: 4 de noviembre de 2026

This policy sets out the principles, respective responsibilities, and reporting mechanisms aimed at keeping hosting services provided under Clodo free from unlawful content and abuse.

Clodo is committed to providing a hosting environment compliant with applicable legislation and the rule of law. Customers using our services are obligated to comply with the rules set out in this policy.

1. Purpose and scope

The purpose of this policy is to determine the procedures and principles regarding the prevention, detection, evaluation, and sanctioning of unlawful content and abusive activities across game servers, virtual private servers (VPS), web hosting, and all related services provided by Clodo.

This policy applies to all services provided by Clodo and to all customers who directly or indirectly benefit from these services. By using our services, you agree to comply with all obligations set out in this policy and in the Terms of Use.

2. Legal framework and applicable legislation

Clodo operates in accordance with the legislation of the Republic of Turkey. In this framework, provisions of Law no. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed by Means of Such Publications, Law no. 5846 on Intellectual and Artistic Works protecting intellectual property, and Law no. 6698 on the Protection of Personal Data are taken as the primary basis.

The catalog crimes regulated under article 8 of Law no. 5651 hold particular significance. These crimes generally encompass: sexual abuse of children, facilitating the use of narcotic or psychotropic substances, supplying substances hazardous to health, obscenity, prostitution, providing space and opportunity for gambling, encouraging or inciting suicide, and crimes committed against Atatürk. Upon the detection of such content or activities, or upon notification by competent authorities, necessary access blocking and suspension measures are enforced without delay in accordance with applicable legislation.

A fundamental distinction exists between catalog crimes and other alleged unlawful content: As a rule, the removal or blocking of content that does not fall under the catalog crimes requires the existence of a duly issued decision by courts, public prosecutor offices, or administrative authorities explicitly authorized by law. Nonetheless, for content and activities that are manifestly unlawful on their face or directly violate the Terms of Use agreement, the right to suspend or terminate services pursuant to the provisions of the Terms of Use remains reserved.

3. Customer responsibilities and logging obligations

You are solely responsible for the lawfulness of all content hosted, software installed, services operated, and all actions carried out through these services. Clodo is under no obligation to pre-screen content hosted by customers or conduct proactive investigations into potential unlawfulness.

For server rental and VPS customers; keeping traffic and access logs for services they operate on their own servers (as required under Law no. 5651 for activities conducted as internet mass-use providers or hosting providers), and preserving the integrity and confidentiality of these logs for the period required by law, is the customer's own responsibility.

Customers are obligated to cooperate fully with lawful requests for information, documentation, and action issued by competent authorities or communicated by Clodo under this policy, and to provide requested explanations within a reasonable timeframe.

4. Reporting unlawful content and abuse

To report unlawful content or abusive activity on Clodo infrastructure, you may send an email to [email protected] or open a support ticket via our customer panel. You do not need an account with Clodo to submit a report; third parties without an account may also submit reports directly via email.

Reports received by us are evaluated without delay. To ensure that the evaluation process is conducted swiftly and accurately, submissions must include the following elements:

  • The URL address, IP address, port, or server address where the content or activity is hosted,
  • A detailed description of the activity or content subject to the allegation of unlawfulness or abuse,
  • The legal basis of the alleged violation, statutory provision, or documents regarding the infringed right, if known,
  • The full name of the natural person or title of the legal entity submitting the report, along with verifiable contact information,
  • An explicit statement confirming that the report is submitted in good faith, based on accurate information, and truthful.

5. Handling of reports and official requests

Reports received are evaluated from technical and legal standpoints. It is assessed whether the reported matter constitutes a criminal offense, whether a violation of the Terms of Use exists, and whether the submission contains sufficient concrete information.

Official decisions, requests, and notices duly issued and communicated by courts, public prosecutor offices, the Information and Communication Technologies Authority (BTK), and other judicial and administrative authorities authorized by law are executed immediately.

Written notice is provided to the customer whose service is the subject of a report or official request. Except in instances where statutory provisions or confidentiality orders of competent authorities prohibit notification, relevant customers are informed in writing, as a general rule within 1 business day of receiving a request that concerns them.

Arbitrary intervention is strictly avoided in allegations regarding content that falls outside catalog crimes under Law no. 5651 and lacks a court order or competent administrative decision. Unless manifestly unlawful on its face or constituting an explicit violation of the Terms of Use, content is not removed and services are not disrupted without a binding decision from competent authorities.

6. Enforcement measures and sanctions

Depending on the nature, severity, and urgency of the unlawfulness or abuse, the following measures may be enforced within the framework of the Terms of Use:

  • Warning: Where a violation is rectifiable, the customer is requested to remedy the non-compliance within a reasonable timeframe.
  • Temporary suspension: Access to the infringing content or service may be suspended temporarily. In cases of attacks jeopardizing infrastructure security or manifestly unlawful acts, suspension may be implemented without prior notice.
  • Contract termination and closure: In cases where the violation causes irreparable damage, constitutes a catalog crime, or is persistent, the contract is terminated pursuant to the Terms of Use and the service is closed permanently.
  • Notification to authorities: In activities entailing criminal liability, particularly catalog crimes and situations threatening public safety or minors, notifications are made to competent judicial authorities in line with statutory obligations.

7. Objection and counter-notice procedure

Customers who have received a warning or against whom an enforcement measure has been applied under this policy have the right to object to the measure and submit a counter-notice.

Objections and counter-notices must be submitted in writing through the support channel on the customer panel or sent to [email protected]. The submission must detail the grounds for objection, supported by concrete facts, documentation, and explanations demonstrating that the content or activity is lawful.

Submitted counter-notices are reviewed impartially without delay. If the objection is found justified and does not conflict with a binding order from an authorized body, the enforced measure may be lifted. Measures implemented pursuant to orders of courts or competent administrative authorities cannot be lifted unilaterally by Clodo unless a contrary decision is issued by the relevant authority.

8. Policy amendments and contact

This policy may be updated from time to time in response to legislative revisions, judicial precedents, or operational requirements. The current text is always published on this page, and the most recent update date is stated at the beginning of the document.

Amendments that substantially impact customer rights or obligations are communicated in advance via email and through the customer panel.
